Executive Board Meeting

Those Present:  Duane Greuel; Dick Mace; Dustin Grant; Duane Haakenson; Phil Gaudet; Kevin Krause; Doug Clary; Lesley Roll; Mary Greenman

 

Those Absent:  Michelle Staff; Bruce Haukom; Scott Godfrey

 

Others Present:  Roman Kaminski, Dept. Comm; Becky Roberts, UW Extension

 

President Dick Mace called the meeting to order at 10:00 a.m..  There were no additions to the agenda.

 

Dustin Grant made a motion to approve the minutes of February 10 and 11, of the Annual Meeting for 2005.  Phil Gaudet seconded.  All voting aye.  Motion carried.

 

Duane Greuel made a motion to approve the minutes of April 6, 2005 Spring Conference Executive Board meeting.  Lesley Roll seconded.  All voting aye.  Motion carried.

 

Secretary/Treasurer’s Report:  Mary Greenman stated there is presently $16,603.83 in the checking account.  There are no outstanding bills.   Duane Greuel made a motion to approve; 2nd by Phil Gaudet.  All voting aye.  Motion carried.

 

Dick explained that the Spring Conference for 2006 will be held at Stoney Creek in Mosinee/Wausau.

 

Legislative Report:  Duane Greuel explained that legislation is very active.  While nothing seems to be moving in the Senate at the present  Assembly Bills are moving along rather quickly.  Duane felt that some bills should be handled through administrative rules—one example pointed out wasAB500—this is also addressed in NR115.

 

AB399—looks like it will pass.

 

AB401—Not a lot of support.

 

AB299—Duane recommends we should take a stand.

 

AB155—WCCA has opposed previously.

 

AB299—Duane will be sending out a letter that WCCA is opposed.

 

AB324—Duane Greuel made a motion we not take a position.  Kevin Krause seconded.  All voting aye.  Motion carried.

 

AB326—Duane Greuel made a motion to oppose.  Doug Clary seconded.  All voting aye with the exception of Kevin Krause.

 

AB384—Duane felt we should not take any action.

 

AB399—Duane felt this was a localized issue.  No action was taken.

 

AB401—Duane Greuel recommends we support as does Dick Mace.  No one was in disagreement.

 

AB409—Phil Gaudet made a motion to support.  Dustin Grant seconded.  All voting aye.  Motion carried. 

 

AB412—No action was taken.

 

AB449—Overall Duane felt it was a good bill.  There is some question as to how the pie would be split up money wise. The question was raised as to how would those counties be affected or even compensated when they have already spent considerable monies to complete an inventory?  Would the Wisconsin Fund Program be impacted?  Roman stated that right now the Dept. of Commerce can take up to 10% of the monies allotted to the program for experimental systems.  Duane Greuel made a motion to support.  Dustin Grant seconded.  All voting aye with the exception of the following:  Phil Gaudet; Doug Clary; Lesley Roll.  The vote was 6 in favor; 3 opposed.  The motion passed.

 

AB494—Phil Gaudet felt the bill was a double standard.  Kevin Krause felt that high quality wetland shouldn’t be filled.  Also, the question was raised as to how the standard will be applied state-wide and yet get uniformity?.  Phil Gaudet made a motion to oppose; Dustin Grant seconded.  All voting aye.  Motion carried.

 

AB500—Duane explained this is basically NR115—the bill is approximately 132 pages long.  It was felt this was a “jump start” of NR115.  Phil Gaudet made a motion to oppose as this is not an appropriate time, but let NR115 take its course.  Dick Mace seconded.  All voting aye.  Motion carried.

 

SB200—similar to NR401.  Dustin Grant made a motion to oppose.  Kevin Krause seconded.  All voting aye.  Motion carried.

 

Sanitation Updates:  No report was given.

 

Fall Program Update: Phil explained he is just starting to work on the program content.  Some thoughts he shared on the agenda were:  Invite a representative from State Archeological/Wisconsin Historical Society.  Invite Wayne Mink of Weiser Concrete—(Wayne sits on the POWTS Technical Advisory Committee).  Mention also to have a POWTS panel discussion.  Invite Charlie Higley of the Citizens Utility Board dealing with power transmission lines.  The topic of Condominium platting and procedures.  Invite Dean Richards to speak on adult entertainment establishments.  (Dick volunteered to contact Dean.)  Mention was also made to invite Waukesha’s Corporation Counsel to speak as they have been working a lot on ordinance language to address adult entertainment.  Invite Chris Olson from Door County to address Sanitation issues.

 

The Fall Conference will be held October 19, 20 and 21, 2005.  The location is the Best Western in Waupaca.

 

Spring Conference is scheduled for March 29, 30 and 31, 2006.  The location is Stoney Creek in Mosinee/Wausau.

 

Retirements:  Jim Forrestal of Rock County.  Mary stated a plaque will be ordered and presented at the Fall Conference.   In addition, we also need to be thinking of the Professional of the Year Award.  Phil Gaudet received the award last year.

 

Scholarship Awards:  Dustin Grant made a motion to present a (1) $1,000 award and (2) $500.00 awards this year.  Lesley Roll seconded.  All voting aye.  Motion carried.  The number will be dependent upon the number of applications received.

 

Becky  Roberts from the UW Extension explained that Lynn Markham had a baby recently.  The recent Hillis Case is on the web site.  The Non-conforming Land Use Element Guide is available for $12.00 a copy.  Each county office will receive a complimentary copy.  The guide is also available on the web site.  Becky explained other projects include:  An implementation guide outlining the 9 elements of Smart Growth.  Forests Mega Trend Land Use Issues.  Zoning Administrator’s study. 

 

A date of July 18, 2005 has been set aside as a retreat date for brain storming on the ZA’s study.  Duane Greuel has been invited to attend the session.  Becky explained approximately 75% of the counties Zoning Offices have been contacted regarding the gathering of phone call data for # of years of employment/retirement for the staff.  Eric Olson will be available to give an update as to the progress at the Fall Conference.

 

Attorney Bill Thiel would be available to make a presentation at the Fall Conference if we wished.

 

Roman Kaminski stated the Wastewater Specialists would be willing to participate along with WCCA in giving plaque for the tentative retirements of Jim Peterson, Jim Converse and Jerry Tyler.

 

Roman explained that Duane Greuel has been nominated for the Technical Advisory Committee for a period of one year.  Roman stated if AB 449 moves forward, the Department of Commerce may have to meet with the Sanitation Committee of WCCA.  Others to include, would be the Liquid Waste Haulers and perhaps even the installers.

 

Discussion of NR115:  Phil Gaudet explained it appears the DNR isn’t going to listen to our concerns.  Public hearings have been scheduled throughout the state. 

 

Dustin Grant made a motion that WCCA accept the WCCA’s NR 115 Sub-Committee’s general comments and forward to the DNR.   Duane Greuel seconded the motion.  All voting in favor.  Motion carried.  Refer to Phil’s handout for the specifics.

 

There were no District Reports as a number of the districts do not meet during the summer months.

 

Phil Gaudet made a motion to adjourn; Dick Mace seconded.  All voting aye.  Motion carried.  The meeting concluded at 2:10 p.m.
