WCCA Membership:

It has been brought to the attention of the WCCA executive board that there are a number of county employees that are alleged to be involved in conflict of interest issues.  We have been advised that a complaint is being forwarded to the Wisconsin Department of Commerce to investigate a list of county employees that are performing POWTS related work for personal profit.  Furthermore it has also been brought to our attention that WOWRA is pursuing legislation that would outlaw the practice of municipal regulators performing services over which they regulate.

The WCCA executive board would like to remind it’s membership that the association’s Statement of Principles makes it very clear that conflict of interest issues do not belong in our profession.   We ask that all members review WCCA’s Statement of Principles enclosed with this letter and cease any activity that may impair the image of code administration and professionalism in county government.  We also suggest reviewing Wisconsin Administrative Code Chapter Comm. 05, which regulates the responsibilities of those licensed as Soil Testers, POWTS Maintainers and POWTS inspectors.

We understand that there may be some individuals this notice may impact that are not members of WCCA.      Please share this memo with all those in your office, especially with individuals you know are using their licenses for monetary gain.

The intent of this letter is to allow those individuals having an appearance of conflict to cease their outside activities and make the appropriate personal adjustments.   Please be advised that failure to acknowledge this notice may affect your WCCA membership status as well as your employment status and state licenses.

Respectfully,
